Death11 August 1800He died on 11 August 1800 in Brooklyn, Kings County, New York, I don't know for sure that this John is the same John son of James and Hannah. However, he is buried in the same cemetery in New London as other family members, even though he died in Brooklyn. His age is given as 57 on his gravestone, which puts birth in 1743, and this John was born in 1749, but that is close.2

Seamans Protection25 March 1809William was granted a Seaman's Protection Certificate on 25 March 1809, New London, New London County, Connecticut. William Tilley, age 28, Birthplace New London, Customs District New London, Certificate # 4538, Complexion Light, Height 5'9".

In response to the impressment of American seamen by British ships, Congress passed an “Act for the Relief and Protection of American Seamen” in 1796. The Act required customs collectors to maintain a record of all United States citizens serving on United States vessels.

Each seaman, once registered with the customs collector, was given a Seaman’s Protection Certificate. These certificates vouched for the citizenship of the individual and included identifying information such as age, height, complexion, place of birth, and in some cases eye and hair color. The intention of these certificates was to discourage impressment.
Research Note13 February 182113 February 1821 New London, New London County, Connecticut. There is a death listed in the Hale Collection, vol 1, p. 240, of a William Tilley, age 40, which would be the correct age for this William. However, R. Hammett Tilley says that William left New London "for parts unknown" in 1825. His wife and son James moved to Newport, RI and spent the rest of their lives there. There was also a daughter who married and moved to France.

Biography

BirthMarch 1772Joshua Starr, Jr., was born in March 1772 in New London, New London County, Connecticut.1
Death1 October 1798He died on 1 October 1798 in New London, New London County, Connecticut, Joshua died in the Yellow Fever epidemic of 1798. Yellow fever virus is spread by infected mosquitos. Once a person is infected, other mosquitos can pick up the virus from the infected person, and spread it to other people through bites.

A short account of the yellow fever, as it appeared in New-London was published in 1798. The first person to succumb was Capt. Elijah Bingham, keeper of the Union Coffee House, on 26 Aug 1798. Two days later, 3 more people died. Within the next week, 25 more people died. At that time, there was no understanding of how yellow fever was transmitted. Many inhabitants fled the town, but by mid-October the cases were subsiding, after 81 deaths, and people began to return home.

Writing at the end of October, the author says "The whole number who were sick is computed at 350, of whom less than one fourth died. At first scarcely a third survived; but the mortality was less in proportion as the disease advanced, and towards its termination, of those who were affected, nearly nine out of ten recovered."

The author lists those who died, including:
Starr, Joshua, jun. blockmaker, 25. He was an amiable and promising young man, and had been married but a few months before his untimely death, which was lamented by all his acquaintance.
Starr, James, another son of Joshua, merchant, 19.

The author also lists the individuals and organizations which made donations of money or food for the families affected. James Tilley is listed as donating 30 bushels of corn.1
Burial3 October 1798He was buried on 3 October 1798 at Cedar Grove Cemetery in New London, New London County, Connecticut. Inscription:
Son of Joshua & Mary Starr, died of yellow fever, age 26 yr's 7 mo's
